iOS falls back to cellular data automatically when you are not connected to a WIFI network, but if you're connected to a problematic network this may not happen. I'd start by unplugging your wireless router and plugging it back in. What does settings>WIFI show in terms of the signal strength for your wireless network? Can other devices successfully access your wireless network? If they can't, then the problem lies with your wireless network and you should consider resetting your router or changing settings on it or replacing the router. If they can, try resetting network settings on your iPhone via settings>general>reset>reset network settings. Then try reconnecting to the network.
