Most of this will be covered by an iCloud backup from the first and restore to the second. That should include data for the apps if turned on, so yes to their settings too. I don't know about music, that is more an iTunes thing, and that would preclude iCloud. Apps might have iPad specific code so would change when it discovered what it was running on, but no reason not to work. There's an option to make small screen apps to fill the larger iPad screen.
In short, I never found an issue when i had both.
