Hi Ruby, I completely understand your problem. My fiancée is from the Philippines and while she is not blind, spending $8 or $10 is a lot of money. If she can find a job which right now she can't she only earns about $5 or $6 for a 9-hour work day so spending $10 for her is easily like spending $100 or $200 for somebody in North America or Europe who works.
However, as David has pointed out and as the Tap Tap See people have explained, it does cost them money to offer this service and obviously they have to at least try and recover their expenses, no business can function if they spend more than they earn. Considering how small the user base is, charging even $9.99 to buy the app once will not be a solution for Tap Tap See since their costs are ongoing and their costs are higher the more people use the app. Once you buy an app in the App Store it is fairly normal that you don't ever pay for this app again and I find this awesome, but for developers it means they only have income once despite the fact that they continue to work and improve an app. I suggest you explore some of the other apps which people use, Camfind may work for you in quite a few cases even though it is not designed to be used by the blind and it may not be as easy to use or accessible, it is certainly useable. Another app you should get some good results from is Talking Goggles. They have a free version and a 99 Cents version and you can also buy the free version first and then spend the 99 Cents as an in-app purchase to disable ads and to enable links they provide for looking up a product online or doing price comparisons. You may not even ever use this feature and if the ads don't bother you the free version might do the trick for you. Then maybe you could try how this work in combination with buying the 100 pictures from Tap Tap See for $7.99, if you try the other apps first and only use Tap Tap See occasionally they may last you many months.
