In terms of accessibility, the main advantage will be the updated camera for OCR, bill identification, bar code scanning, and the like. Overall, of course, the 5C will run faster and simply perform better. That is not an accessibility feature per se, but it is worth considering as it will impact all aspects of your use. The 5C also has a slightly larger screen, letting you fit an extra row of icons on the home screens and more items in lists, if that is something you are interested in. Finally, the 5C uses the Lightning connector whereas the 4S uses the older 30-pin connector.
