Yeah, this is how the hand writing feature behaves when your on your
home page and not in an edit field. It'll start listing the apps on your
phone. Make sure you double tap on the edit field and hear VoiceOver
announce editing. If you're doing that, which you probably are, then for
some reason, it sounds like your focus is jumping somewhere else and
leaving your edit field.

It's possible I could have something set to explain why I'm not seeing this
pop up on my iPhone, but I can't imagine what that setting would be. I also
haven't seen anyone else mention this issue.
When you start entering your text with hand writing mode, have you already
double tapped in the edit field to give it focus and put yourself in editing
mode?
Also, when entering your characters, are you using any gesture after each
character, such as a double tap? You probably already know this but you
should just draw your letter 'b' and after you hear VoiceOver announce 'b'
then you should just draw your next letter, like 'l'
without any other gestures in between.

I'm not sure, but when I use handwriting mode in the search box in the
App Store, I don't get that message about a pop up. I double tap in
the edit box, double tap the clear text button, twist the roter once
to the right to get to hand writing and then I just enter my text in
lower case, such as a 'b' and then a 'l' and then an 'i' and so on.
Note that I'm running IOS
7.0.4 on an iPhone 4S.
