If you're getting 3 bars, it sounds like you are connecting to your network. I assume when you say it isn't loading, you mean you can't get to things through Safari. When you go into Settings -> Wifi, are you seeing your local network listed?

I am using the Time Warner modem but the router from Verizon Wireless because the Time Warner modem does not have a router built in. I have found that when I turn off the modem from Time Warner for a few seconds and then turn it back on the wireless works again. It is annoying to do this every day though. I did this yesterday twice. It is funny because it's only the Apple devices and not other phones like the Samsung galaxy or other android.
