Press and hold the home button to bring upSiri. Then say, turn voice over
on and then let go of the home button. Siri will then turn voice over on
for you. I had the same thing happen to me and was wondering what to do and
I figured, it can't hurt to give it a shot so to my surprise, Siri came back
and said OK, I turned voice over on. My wife calls Siri my girl friend.
She'll say go ask your girlfriend! LOL!

OK, have a new 5S as of tonight. Somehow the wonderful store clerk
turned off voice over. Where in the world, or iTunes, do I find voice
over off/on? From there I think I will either wipe the phone and start
over from the cloud or just download what I need from the app store. He
synced it with my iPad on the Cloud, but not sure everything moved.
Tried to tell him I could do it, but he was just trying so hard to be
kind. Guess he pushed something he should have not!
