Correct, it reads nothing; it just is waiting for you to scan a bill. As
others have said, the only way to get voiceover to read anything is to
change the app's settings in the settings menu on the phone itself.
The app will not speak at all until it recognizes a piece of currency; you
must have good lighting, and I believe at least half of the bill must be
recognized before it reads the denomination or makes the appropriate number
of beeps.
My wife and I finally got it to work; it does take practice.

I don't see the original question below, but you can get to the settings
for eyenote by going into the iPhone's Settings and finding the eyenote
app in the list near the bottom. You can toggle having the settings
buttons in the eyenote app itself and you can configure how eyenote
identifies the bills, e.g. spoken, beeps or vibrations.
