If you use Bluetooth Voiceover is included and I don't know of a way at this point to route Voiceover through the phone and music through Bluetooth separately.
If, however, you had an Airplay capable receiver or hooked up an Apple TV or Airport Express, then Voiceover stays on the phone and only the music or whatever it is you are sending via Airplay is streamed. Isn't it possible to set the input on your receiver to Bluetooth so you can hear Voiceover? I know that doesn't keep Voiceover on the phone, but at least you could hear it.
