I hadn't noticed this yet, either, but it does appear to correct. I have a 
second Skype ID for my business and signed in with it on my computer and I was 
indeed online even though I had Skype removed from the app switcher.

I would, however, suggest your friend does not sign out of Skype because then 
every time it would be necessary to sign in with user name and password. If she 
doesn't want to be bothered she can just tap the Profile tab at the bottom 
right and set her status to Do Not Disturb or to Offline. If somebody calls her 
when the status is Offline the phone will still ring, but when I did this I did 
show as Offline on the computer within a few seconds. Do Not Disturb will show 
up as such on the computer and when I tried it Voiceover said I had an incoming 
Skype call, but the phone did not ring.
