The part that makes it inaccessible is the map it shows. You can read what 
address the device is, but beyond that someone would have to look at a map. 
But, just knowing how to quickly get someone to that point before your phone is 
turned off could help you retrieve it. Unfortunately, by the time I figured out 
how to get to iCloud.com or download the app on another device, whoever had 
found my phone had turned it off. Some 12 hours later they still have not 
turned it in or called me to say they have it.

We just found out the hard way that one should really have at least some
familiarity with using where's my iPhone, either the app or iCloud.com.
Ironically, just last week I suggested we figure out that in case, and today
she lost her phone. Unfortunately, it appears whoever found it has disabled
the phone before we had a chance to locate it.

I guess this is one of the things to add to your fire drill routine.
