Would you recommend this process before or after downloading IOS 7.1?
Is there a chance the new download could fix the memory issue?

It shuts down VoiceOver but you can triple click home to start it
up again and set up the device. When you use the restore from
backup option everything gets restored except for actual apps
which gets downloaded and installed after the first reboot after
setup. Data for all apps will be restored though.
