I'm not sure if the Reduce Motion setting you are referencing will affect the behavior of how quickly the Home button must be pressed to engage the Apps Center or VoiceOver. I do have Reduce Motion set on my iPhone 5 running iOS 7.1 and am not experiencing the problem but that could be due to the speed at which I naturally press the Home button.
Anyway, if you'd like to turn on the Reduce Motion setting, it can be found at Settings, General, Accessibility. It is the second from the last option in the first section which is headed Vision. Or you can set your rotor to headings, swipe down with one finger to jump to the Hearing section, and then swipe left twice with one finger to be on the Reduce Motion item.
