I did find that if I tap the home key 3 times very quickly to turn voiceover on or off or twice very quickly to open the app switcher that it works more reliably. What I now realize is if I turn off the tripple click for accessibility (to turn VO on or off), the home button works as it should with a double click bringing up the app switcher. However, if I turn on tripple click for accessibility the home button doesn't work reliabily. Double click does not open the app switcher and tripple click does nothing at all. Occasionally a tripple click will cause the app switcher to open, but this behavior seems to be hit or miss. I am running 7.1 on a 4s.
