In my case, I have both an ipod touch 5th generation and ipad mini and have
no problems with triple click or app switcher.

I noticed the same thing last night; it is hit and miss as to whether you
can turn speech on or off with the tripple click home and the same did
happen with double click home to open the app switcher. I did find that if
I
tap the home key 3 times very quickly to turn voiceover on or off or twice
very quickly to open the app switcher that it works more reliably.

Yesterday I posted about my issues opening the app switcher after
upgrading
to 7.1. What I now realize is if I turn off the tripple click for
accessibility (to turn VO on or off), the home button works as it should
with a double click bringing up the app switcher.
However, if I turn on tripple click for accessibility the home button
doesn't work reliabily. Double click does not open the app switcher and
tripple click does nothing at all. Occasionally a tripple click will cause
the app switcher to open, but this behavior seems to be hit or miss.
I am running 7.1 on a 4s.
