Well, my 5s does not have as good battery life as it had before 7.1. The only thing I know for sure is that location services reappears on the status bar.
I will go back into settings, turn refresh and background on, and then, turn it off, again. Location Services will find its way back, at some point. This never occurred before 7.1. I’ve seen the battery drop as much as 20% in about three hours, while sitting with the locked screen and never in use. So, I guess everyone’s mileage varies. Crystal From: Raul A. Other apps that don't have their own push services can also utilize this. It is my understanding that this will not highly affect your battery. So in theory you shouldn't have to turn it off.
