Hi there. i believe it's one of those questions which is asked the first
time the app is run. However if you disable it from the privacy section
of Settings, that should be enough.

also utilize this. It is my understanding that this will not highly
affect your battery. So in theory you shouldn't have to turn it off.
I suspect the problems with the battery usage that some people are
having is more to do with some other issue not background refresh.

Turning this off solves the problem. You only need background app
refresh if you're using location-based apps such as Blind Square
anyway.
