A passcode is always required if you enable this level of security, you cannot add fingerprints without first setting a passcode.
Also, if you do add Fingerprints and I really don't know why anybody who has a 5S would not do this as it works fantastically, you still have to remember that if you reboot your iPhone that the first time you unlock it you do have to use the passcode. The same is true if you try to unlock with your fingerprint and after 3 tries it does not work, at that point it will default back to the passcode.
