I use the two-finger double tap to hang up calls all the time, without having to unlock the screen. I can't speak to anybody else's situation, but it works on my iPhone 5. I think that hanging up a call is the only time the two-finger double tap works on the locked screen, it does not work for anything else unless I unlock it.
