Hi, I doubt it. I have several browsers here and all exhibit the same behaviour. I do believe this is an iOS bug that occurs when you scroll with VoiceOver to something that is off-screen. For Example when navigating by headings, VoiceOver will read the next heading you flick too, but then focus will jump back to where you originally began navigating from.
I have reported this to Apple accessibility, but since the bug has been there for at least the last two updates, it would be great if others who are seeing this also report it to apple. More people reporting the issue will hopefully give it a higher priority.
