It's easiest on a Mac, or from www.icloud.com (though I have no idea how accessible the latter is). Basically, go to Reminders on the Mac or iCloud.com site, select the list to share, click "Share", enter the Apple ID emails of the recipients, and click "share". Each person will get an email with a link to confirm the sharing of the list; once they click that and enter their password, that's it, you are both sharing that list.
