First, thank you for your response; I was certain this is indeed a bug. But one thing I've been able to do is to shut down the native E-Mail app and then restart it and that does seem to allow me to delete everything.

I just noticed this thread so am not aware of its previous comments.

However, I can tell you that I have reported this problem to Apple when
first I noticed it, at the launch of iOS 7.0.

As I understand it, the glitch appears to have something to do with the
wireless provider.

Who is your wireless provider?  I use A T & T and the delete voicemail bug
is absolutely consistent.  I can re-produce it at will and so can all of the
other A T & T iOS 7.x users I know.

Generally speaking, you cannot empty the voicemail box until the phone has
been restarted

There are times when managing voice mail that the DELETE sequence isn't
fully functional.  One time you can go into Voice Mail, delete new messages,
go into the DELETED section and purge them; then again, there are times when
that last delete button is dimmed.  Can anybody offer any explanation as to
why this may not be a bug?
