I am also an AT&T user an have noticed this bug. Sometimes, after attempting to delete messages, I can go to "Deleted Messages" and perform a downward flick to execute the "Clear" button for each message that has failed to be removed. This maneuver often deletes the messages, but results are inconsistent. With persistence, one should be able to get rid of the unwanted voice mail messages without restarting the phone.
