The iCloud Control Panel is a piece of software that you must download from, among other places, iCloud.com. It allows you to have your iCloud info, such as Contacts, Reminders, Appointments, (1) appear and be accessible from within the MS Outlook application and (2) be synchronized via a cell connection, only. Without having the iCloud Control Panel installed in Windows, you can only synchronize your iCloud data via a USB connection through iTunes or via a WiFi connection. I have set up the phone to use iCloud, but I do not have the iCloud Control Pannel. But when I was in the phone settings and on the Info tab of iTunes 11.2, there is a setting to sync contacts. So I checked it and then synced the phone. After syncing, it appears that all of the Outlook contacts are now on the phone.
