Joe, When I went back to investigate I found my perception of what was going on was wrong. The increase contrast settings seem to have no effect on the keyboard color. The keyboard that is presented in the app store, however, is a different color (dark background/key color with light colored letters/numbers/symbols) than the standard iOS7 keyboard. The keyboard presented must be specific to the app. Sorry for the confusion/misinformation.
