It's not an option you can choose and I believe it applies primarily to native appps such as the camera which use location when you use the camera.

Hi Charles, Yes, Home was always there since iOS 7 was released. 40% is fairly high, I just checked mine and over the last 24 hours my home screen used up 11%. You might want to check things like screen brightness and system services under Privacy, Location Services. Make sure you turn things like cell search and automatic time zone off. For a fairly extensive list of battery tricks you should listen to the most recent Today in iOS podcast. Also handoff and recommended apps will drain battery.
