I had this issue with the send button when trying to get an authentication 
message sent for the NFL Mobile app. This takes some patience, but I found the 
send button and did a double tap and hold with one hand and then turned off 
voiceover with triple click. I then raised my finger slightly and tapped. It 
took a couple of tries but the send worked.
