I don't think it's Siri. I think it's Siri and Voice Over together.

Subject: Weird Siri Issue
I'm having a weird issue with Siri ever since I upgraded to 8.0 and it is
still present with 8.1. After using Siri a couple times and go to use her
again, I will get an immediate double beep which gives me no chance to ask a
question. I will then need to reboot and everything is fine for a couple
more usages. This will happen every few times I use Siri then I have to
reboot again to use her. Anyone else experienced this? I never had an issue
with Siri until I upgraded.
