None to any of your questions, maybe this is just something that started in iOS 
8 since I remember I could delete photos this way. But since I have been using 
iOS 8 since June and throughout the beta cycle I honestly can't remember if 
this when this started. Let's see if somebody else who is running iOS 8 and who 
has a Windows 7 PC can try this and confirm what I get.

I'm using iPhone 5S with IOS 7.12.
I was also able to do it with iPhone 4S IOS 6.x I have never gotten a error 
such as yours.
do you get that error with other files, or just that certain one?
is the photo you are having trouble deleting open on the iPhone, or in use by 
another app?
are you the admin of the PC?
