Hi Jessica, I apologize for disagreeing with you. This is like having to turn Voiceover off to tap the End Call button or whatever it was you said the other day. There are a lot of people o the list including myself who are completely blind and who move apps with Voiceover just fine. Yes, there is one bug and that is effecting apps in the last row above the dock. For me 2 of the 4 apps in that row can't be moved, for others none of them can't be moved. But I can move all other apps either to other spots on the home screen, to other home screens or into folders and positively saying that it can't be done unless you turn off Voiceover is not correct information. I assume it is possible that somebody's phone may have other issues just as some people say they can't clear notifications by triple tapping the Confirm clear section button or double tapping it twice. Either method does it for me and for most, but apparently for some it doesn't.

In order to move apps, one must find where they want the app to go, remember that spot, turn off voice over, drag the app to the new location, then turn voiceover back on.
