If the only ringtones you could get on an iPhone are those you have to buy from the iTunes Store that would cause some uproar and I just can’t see why they would do something to prevent somebody from making a ringtone with iTunes or some app and to use iTunes to sync it to their phone. I don’t have an iPhone 6, but I don’t see where the phone should matter. I can say with 100% certainty that it is just as easy to put ringtones into iOS 12 and to sync said ringtones to a phone running iOS 8. As far as making ringTones is concerned, that is still easy in iTunes 12, but setting start and end times is just a bit more involved since you have to tab to the right place and then route the Jaws cursor to the PC cursor and do a left mouse click to bring focus into the field where you can type in the start and end time. In iTunes 11 you could use Control+I, Control+Tab to the Options tab and then tab into the start time and end time field where you were right away able to change those values. Now it takes a few extra keystrokes, but the rest is the same and as I said, I know for sure since I just did a ringtone for myself and a few more for a friend about a week ago. If this is true, then the question becomes, what does it mean. Does it mean that they will simply not help you work out how to do this? Or, does it mean that eventually one will not be able to actually get unpaid ringTones onto the phone? I have not tried this in iOS 8 on the iPhone 6, but I wonder if anyone has done so?
