That is a hint. Hints are spoken about a second after whatever you touch, if a hint is present. You don't need to wait for the hint before you keep moving, though.
To disable hints, go to Settings > General > Accessibility > VoiceOver, and double tap the "speak hints, on" switch button to turn it off. This will disable all hints, though, which I don't recommend for new users or for anyone if a major upgrade has just been installed. You can miss messages that tell you what some button or other control does, and hints for even basic things can serve as a reminder on what to do if you forget. Your other option is to put Hints in your rotor. This way, you can rotor to Hints and flick up or down to turn them on or off, letting you enable them when you need to. From VoiceOver's settings, find Rotor and double tap.
