I think the end goal here is to install IOS 8.1.2. Will you need iTunes 12 to do that on a 4S?

You might not want to install iTunes 12.x if you enjoy the sidebar window
since that was removed from iTunes 12. I find that iTunes 11.1.6 runs very
well on my Windows XP system.

iTunes as well as the latest version. Depending on your iDevice, you might
consider iTunes 11.1.5 for Windows 32-bit:

installer link if the download doesn't start automatically. Once the
Ninite program opens it will download & install iTunes for you without
you having to do anything.
