I checked the version of iTunes that was needed to work with the new iPhone 6 when it came out last September and believe it had to be iTunes 11.4 or higher. I don't know if this was in order for it to be compatible with the iPhone 6 hardware or for compatibility with iOS 8.x.
I prefer the iTunes 11.x version since I like the sidebar but I guess you'll just have to try it with a 4S running iOS 8.1.2 to see if it works.
