Ok, Best Buy (cringe) has the I pad minis on sale for $239. I might go look. I 
take it that these are identical in function to the IPhones and voice over 
works just as well, correct?

People have two iPhones or two phones with the same carrier when they have a 
work phone and a home phone, so I actually do not think that is an issue.

So, I gather from what you said about the 4S, you are basically using it as a 
wifi device only and not using it as a phone.

If that is the case, one thought would be to activate it as a phone and replace 
whatever you are currently using as a phone with it and instead of buying 
another phone, perhaps buy an iPad Mini, either the newest mini 2, or the 
previous mini with retina display.

Use the phone for phone things, and use the mini for books, music etc. You will 
have double the battery life at least with a mini.

Or, like you say, chuck both current phones, and get a new iPhone with enough 
memory for what you want to do and go with a lower cost plan through someone 
like t-mobile, Consumer Cellular, etc., where you would not be tied into a 
contract.

There are tons of options. The first thing I would do is sort out exactly what 
you want to be able to do. Then, do you want one device or two to maintain, 
then talk with the different carriers and see what you can afford.
