If you set up a family member as a child and create an Apple ID for them, they can be restricted in purchasing apps. But, if you add a family member who already has an Apple ID, I could not find a way to set them up as a child who couldn't purchase without permission. So, if they are not setup as a child, any purchases they make will go on the organizer's credit card. So, only set folks up in family sharing you trust.
