If you set up a family member as a child and create an Apple ID for them, they 
can be restricted in purchasing apps.
But, if you add a family member who already has an Apple ID, I could not find a 
way to set them up as a child who couldn't purchase without permission.
So, if they are not setup as a child, any purchases they make will go on the 
organizer's credit card.
So, only set folks up in family sharing you trust.

Since no one has responded to your post yet, here is what I know. Family
sharing can include any family member no matter one lives on the        west
coast and the other on the east. The person who is organizer can allow what
they have purchased to be shared by any other identified member. In settings
a family members Id and password are entered by the organizer and then you
will show in the organizer's list and they in yours. After that, I believe
that if I (not the organizer) purchase something, then others can share it
as well. I also believe there are features of family sharing that you don't
have to allow.

I have a couple of questions about family sharing which hopefully someone
can answer. Do those grouped together for family sharing have to live in the
same household and secondly, as the organiser's card details are kept within
this grouping does this mean the organiser is responsible in the first
instance to pay for any app purchased from the moment this group is setup?
