It's possible, but architecturally, it isn't really vncpasswd's job to do that, since other files besides the VNC password need to be stored in that same directory. There are several settings that affect the cursor, and to be honest, I haven't looked at them closely. I think you can set the cursor to be server-side rather than client-side, and that may do what you want in terms of letting everyone share the same cursor.
