Neither of them. In a multipoint environment you just cannot know if a channel
is occupied by another TE, only the network knows. So, you can only try to
place a call and see what the network responds.
You have to do this anyway, cause the network may want to release a call to
another TE to let you call an emergency number, for example.

What about E-Channel Sniffing? So if this is possible, it could also be
possible to check if channels are busy or not.
