I see almost the same behavior, when I use emacs (Gtk version on linux) I get:
VM->help->Switch to Emacs toolbar, nothing, click, get emacs toolbar emacs toolbar->VM,nothing ever I normally use the -nw switch for console mode, and I do not see this bug, I can move between menus without problem.
