You would find that CMS enforces the restriction of 0-6.   The phrase 
"reserved" means "don't even *think* about it".  There is no hint of what 
our ancestors might have had in mind for 7, 8, and 9.   I'm guessing 
number 9 was for files backed by a quantum singularity server, allowing 
them to be shared among multiple universes (up to 8) and their updates 
seen instantly.
