Saved systems are stored in spool, which is not shared between the two
systems (and DON'T TRY TO DO THIS W/O CSE). You need to do the same
steps you did on your first level system when logged into MAINT on the
2nd level system. That will put the NSS into the 2nd level system spool,
and you'll be able to IPL 190 and SAVESYS on the 2nd level system.

VM enthusiasts: 

   How do I IPL the named saved system for CMS?  I am trying to build a
2nd-level VM system to test maintenance but cannot get CMS active on the
2nd level.  I'm following the manual titled Running Guest Operating
Systems and the definition for this seems to work as shown below,  but
when I try to IPL it on the 2nd-level Operator console I get a message
