Do the same steps on the 2nd level system. Maybe just IPL 190 on 2nd level.

VM enthusiasts:
How do I IPL the named saved system for CMS? I am trying to build a
2nd-level VM system to test maintenance but cannot get CMS active on the
2nd level. I'm following the manual titled Running Guest Operating Systems
and the definition for this seems to work as shown below, but when I try
to IPL it on the 2nd-level Operator console I get a message like this:
