You have to run the SAMPNSS and do your
save CMS on the SECOND level VM. From: Clark, Carl

How do I IPL the named saved system for CMS? I am trying to build a
2nd-level VM system to test maintenance but cannot get CMS active on the 2nd
level. I'm following the manual titled Running Guest Operating Systems
and the definition for this seems to work as shown below, but when I try
to IPL it on the 2nd-level Operator console I get a message like this: 13:00:35 IPL CMS Definition
attempt on 1st-level Maint user: Ready; T=0.01/0.01 15:10:01 Ready; T=0.01/0.01 15:10:10 cp ipl 190 parm savesys cms Your
