Yes you can enter that command. It will change the time on the virtual machine that the command is entered on. It will not affect the time on any other virtual machines. Back in 1999 I used the command in a guest VSE before the ipl to test different dates. Very handy. Production VSE would show the real date and test VSE some other date.
