I ran ICKDSF and used the command " CPVOL LIST UNIT(583C) VFY(510PAG)"

 

The resulting list shows that cylinder zero is allocated as PAGE. Same type of deal for 510SPL.

        Where are you getting the information that the paging and spooling packs are using Cylinder 0?
