You don't.  One is reserved space for a system crash dump. the other is
reserved for a soft abend dump (system stays up but some process failed).

You can SET DUMP OFF, but then if you crash, you have no diagnostic
material.

Best is to add more spool space.  If you have free space on a sysowned
volume, you can do it without an IPL.
