My bad memory recalls something about CP using SPOOL space for paging if it runs short of paging space. I'm curious what your Q ALLOC PAGE shows. I haven't yet found this in the current IBM docs, it's just vague memory so far.
It does sound like you need to allocate more SPOOL space.
