Could be one of the following or a combination.

Paging.  If you run out of page space, it does overflow to spool. Normally, if 
paging is overflowing you should increase your paging not your spool. NSS Saved 
systems if you are saving a lot of systems. And of course the CP Dump area 
which everyone has told you about. CP SET DUMP OFF AND CP DUMP DASD for a 
manual reset and check your benchmarks to evaluate.
