You can find MDCHECK as a sample tool on MAINT's 3B2 disk:
MDCHECK SAMPASM
MDCHECK SAMPHELP
MDCHECK SAMPMAC
MDCHECK SAMPMOD
It would need to be installed from the sample 3B2 disk (a useful disk to examine for other tools, too!).
DFSMS/VM also has the DFSMS CHECK command.
The CMS minidisk file system checker I remmber and still use was called STATX (and sometimes later versions as STATX6).
