Was this a new device that you added to your system? I'm wondering if
maybe there was already spool information on the FBA volume that was
erased when you did the CPFMTXA. But if that were the case, you should
get the same error regardless of whether you are running in 32 or 64
bit mode.

Are you using a program to read the spool area or just CP commands?
If you are using a program, make sure in 64-bit mode that the
high halves of the registers are zero. Otherwise you may be looking
at a different place on the volume (or even a different volume) than you
think you are.

If you don't come up with anything, give the Support Center a call.
Reading and writing spool should work in both 32 and 64-bit modes.
